Driver's license and motor vehicle insurance

A citizen of the Republic of Serbia who holds a driver's license of an EU member state or a foreigner temporarily residing in the Republic of Serbia may drive a vehicle on the basis of a foreign driver's license or international driver's license, as long as it is valid, during his temporary stay.

A foreigner with an approved permanent residence in the Republic of Serbia, as well as a citizen of the Republic of Serbia who returns from abroad with the intention of permanent residence in the Republic of Serbia, may drive a vehicle on the basis of a foreign driving license for up to six months, from the date of entry into the Republic of Serbia. After that he/she must either exchange or apply for new Serbian driving license.

It is not allowed to simultaneously use two driving licenses, issued by the two different states.

 

Vehicle insurance

By signing the Multilateral Guarantee Agreement in June 2011, the Republic of Serbia became a member of the so-called license plates sub-system, whereby vehicles registered in the territory of a State Party shall not be required to possess a green card of international liability for vehicles in the territory of Serbia (and other States Parties).

Accordingly, as from 1 January 2012, the relevant authorities, upon control of vehicles in the territory of Serbia, no longer require possession of a green card for vehicles registered in the territory of any of the following states: Austria, Bosnia and Herzegovina, Bulgaria, Belgium, Czech Republic, Cyprus, Germany, Denmark, Spain, Estonia, France, Finland, United Kingdom of Great Britain and Northern Ireland (including Channel Islands and Isle of Man), Greece, Hungary, Italy, Ireland , Luxembourg, Lithuania, Latvia, Malta, the Netherlands, Portugal, Poland, Romania, Sweden, Slovakia, Slovenia, Croatia, Switzerland (including Liechtenstein), Andorra, Norway and Iceland.

A bilateral agreement has been signed with Montenegro, whose National Bureau became a full-fledged member of the system on 1 February 2012, regulating that Montenegro nationals entering the territory of the Republic of Serbia in their vehicles are not required to possess a green card form.

For the purpose of driving motor vehicles in the Republic of Serbia, a green card continues to be a requirement for other members of the Green Card System which are not members of the so-called Multilateral Guarantee Agreement: Russia, Belarus, Ukraine, Moldova, Turkey, Israel, Iran, Macedonia, Albania, Tunisia and Morocco.
